Job Description
The Revenues Service Manager is responsible for leading the administration, collection, and recovery of Council Tax, Business Rates, and Exeters Business Improvement. This role entails ensuring compliance with regulations, maximizing income, preventing fraud, and managing debt recovery efficiently.
Main Duties & Responsibilities:

Communicate a clear vision and direction for the Revenues Service.

Plan and prioritise service activities to ensure high-quality, secure, and efficient services.

Manage change effectively and inspire teams to achieve service objectives.

Coach, mentor, and develop team managers to optimise performance and decision-making.

Directly manage and oversee employees within the Revenues Service.

Create, review, and implement policies ensuring compliance with legislation and council guidelines.

Prepare accurate government returns and committee reports within deadlines.

Lead projects and manage financial risks in collaboration with corporate procurement.

Analyse performance data to maximize council income in a customer-focused manner.

Manage technical aspects including database accuracy and system upgrades.

Provide expert guidance on complex cases and represent the council in appeals.

Handle complaints and submissions to the Valuation Tribunal.

Maximize income and minimize write-offs through effective debt recovery strategies.
Qualifications and Experience:

Significant experience in revenue management, preferably within a local government setting.

Strong leadership and strategic planning skills.

Excellent knowledge of relevant legislation and financial management.

Effective communication and problem-solving abilities.

Relevant professional qualification or degree (desirable).
