Job Description
Manage programmed works and retrofit programs for the Client's housing, communal, and environmental areas within budget constraints. Use data analysis for informed decision-making, fostering strong tenant relationships and aligning with the Client's objectives.
Key Responsibilities:

Asset Management: Establish efficient asset management system based on customer knowledge and demand. Ensure realistic services provision and asset protection through proactive management.

Data-Driven Decisions: Utilise data analysis for performance management and innovation in service planning.

Contractor Coordination: Appoint and manage contractors to meet service aims and ensure value for money.

Policy Development: Contribute to effective policy development for service delivery.

Budget Control: Control budgets and manage potential risks, delivering programs within set budgets and timeframes.

Performance Monitoring: Monitor performance and recommend changes as necessary.

Legislative Compliance: Communicate legislative changes affecting operations and draft reports for communication.

Information Systems Management: Ensure comprehensive and robust information systems for effective management.

Team Leadership: Lead Works Surveyors, Asset Support Officers, and other team members effectively.
Essential Criteria:

Degree or Equivalent: A degree or equivalent in a recognized relevant discipline (e.g., surveying, construction, housing, maintenance) or substantial proven equivalent expertise. (E)

Experience in Asset Management: Minimum of 5 years' experience in successful asset management and knowledge of housing retrofit programs, including grant funding processes. (E)

Project and Budget Management: Experience in substantial project and budget management with a proven track record of successfully delivering significant capital investment programs of work. (E)

Contract Management: Proven experience in preparing, procuring, and managing contracts and contractors. (E)

Performance Management: Proven experience in performance management and service improvement, including the ability to analyse and identify key performance measures and gather data to evidence these. (E)

IT Skills: IT experience in relevant programs (e.g., Word, Excel, Access, PowerPoint, etc.) and using appropriate systems to deliver operational outcomes. (E)

Resident Involvement: Experience of, and commitment to, resident involvement in setting priorities and delivering services. (E)

Understanding of Housing Teams: Demonstrable understanding of the links between Planned Works/Reactive Repairs Team and other housing teams and their importance in delivering a 'joined-up' service meeting customer demand and corporate objectives. (E)

Legislative Knowledge: Sound and current knowledge of current legislation relating to housing repairs/programmed works service, including Health & Safety regulations. (E)

Risk Management: Knowledge of Risk Management systems. (E)
Desirable Criteria:

Professional Membership: Membership of the Chartered Institute of Housing, RICS, or CIOB. (D)
