Pre-Construction Manager (Energy)

Salary: €75,000 – €90,000 DOE

About the Role
Optimize Recruitment, working closely with our client, are seeking an experienced Pre-Construction Manager to join a leading energy contractor based in Waterford City.

This is a key role focused on managing projects from early design and development through to construction readiness. You will take full ownership of the pre-construction phase, ensuring planning, permitting, design coordination, and H&S requirements are fully aligned prior to site mobilisation.

Working across a range of commercial energy system projects, you will coordinate internal teams, external consultants, and key stakeholders to ensure each project is technically, commercially, and operationally ready for delivery.

Responsibilities

• Lead projects from early design through to construction readiness
• Manage all pre-construction activities across design and permitting
• Coordinate internal teams across engineering, commercial, and delivery
• Oversee design development to ensure coordinated, clash-free outputs
• Track planning permissions, permits, and statutory requirements
• Liaise with external consultants, utilities, and regulatory bodies
• Develop and manage programmes covering design and procurement timelines
• Lead preparation of H&S documentation and risk registers
• Support technical input across bids and commercial submissions
• Manage full handover into construction with complete project documentation

Requirements

• Degree in engineering, construction, or related discipline preferred
• 7+ years’ experience in pre-construction or project delivery roles
• Background within energy, infrastructure, or similar sectors
• Strong experience managing design development and permitting processes
• Proven ability progressing projects to IFC design stage
• Competent using MS Project or similar scheduling tools
• Excellent communication and stakeholder coordination skills
• Irish/UK project experience highly advantageous
