Job Advert: Maintenance Engineer (Expat)

Location: Kampala, with frequent travel to site
Job Type: Full-time, 5 days/week plus on-duty rotation

About the Role

We are seeking an experienced Maintenance Engineer to join a major midstream pipeline operation. Reporting to the Field Manager, with functional oversight from the Head of Maintenance and Inspection, you will manage mechanical maintenance activities and coordinate maintenance across all disciplines for a defined site perimeter, including feederline and pumping/valve stations. This role involves close collaboration with site mechanical technicians and multiple maintenance contractors.

Key Responsibilities

HSE

  • Demonstrate exemplary HSEQ behavior and uphold the Company's Code of Conduct
  • Support development and implementation of the Environmental Management System
  • Participate in HAZID, HAZOP, and Cause Tree Analysis
  • Conduct routine site visits and audits to verify operational and environmental safety
  • Contribute to the annual HSE plan

Production Operations

  • Monitor facility performance and availability; diagnose and report on malfunctions with corrective action plans
  • Supervise preparation and completeness of Permit to Work (PTW) dossiers
  • Support planning and scheduling, identifying clashes and proposing alternatives
  • Approve operational and shutdown procedures; ensure incidents are properly investigated
  • Identify optimization opportunities for HSE, cost, and equipment availability
  • Validate commissioning/re-commissioning of new or modified equipment

Maintenance Operations

  • Prepare maintenance work programs for the assigned perimeter
  • Review and manage the performance of maintenance contractors
  • Oversee planning, preparation, and execution of maintenance campaigns

Quality Assurance

  • Evaluate contractor performance and ensure lessons learned (REX) are incorporated into maintenance plans
  • Organize multi-discipline audits in coordination with contractor discipline managers

Capacity Building

  • Mentor and train local engineers and technicians
  • Develop professional growth plans to support future handover and operations
  • Foster a strong team environment and organize on-the-job training

General Duties

  • Ensure maintenance activities comply with safety rules, operating procedures, and industry best practice
  • Contribute to optimization of maintenance quality, availability, and cost
  • Ensure work packs, procedures, permits, risk assessments, and toolbox talks are properly prepared
  • Coordinate resourcing, execution planning, and workforce onboarding for campaigns
  • Manage related service contracts to improve campaign efficiency
  • Contribute to long-term (2-year) and short-term (90-day, 5-week) planning cycles

Qualifications & Experience

  • Bachelor's degree (or equivalent) in a relevant engineering discipline (Mechanical/Rotating preferred)
  • Fluent in spoken and written English
  • Good working knowledge of CMIMS (Computerized Maintenance & Inspection Management System)
  • 10–15 years' experience in the Oil & Gas industry, including a minimum of 4 years as a site discipline or multidiscipline leader/supervisor
  • Experience in multi-site, multidiscipline planning and activity management
  • Strong mechanical maintenance background
  • Proficiency in MS Office; good working knowledge of Primavera
  • Strong decision-making, communication, organizational skills, and natural authority
