Job Title:
Learning and Development Manager GVIII
Full time-Permanent, Full-Time (35 hours per week)
Location- Dublin 7
Pay scale- From €82,258 to €99,213 depending on previous relevant public sector experience.

Role Summary:

The Learning & Development Manager (Grade VIII) will play a key leadership role in the design, delivery and governance of learning and development (L&D) across various sectors nationally.

Key Responsibilities:

-Lead and implement the national Learning & Development (L&D) strategy aligned with the   People Strategy and organisational priorities.
-Oversee delivery of mandatory, statutory and professional development training, ensuring   compliance with national standards, clinical governance and legislation.
-Provide strategic L&D and workforce development advice to senior leadership.
-Lead and manage a national L&D function, including regional teams, ensuring effective   planning, delivery and evaluation of programmes.
-Drive the design and rollout of digital, blended and e-learning solutions, promoting continuous   improvement in learning methods and systems.
-Oversee implementation of the Performance Development Framework and support managers in   embedding performance and career development practices.
-Evaluate learning impact through data, metrics and reporting to improve capability outcomes.
-Build and maintain strong relationships with senior leaders, unions, professional bodies and   education partners; represent L&D on national forums and governance groups.
-Ensure compliance with governance, procurement and reporting requirements.
-Manage L&D budgets, monitor training compliance and performance indicators, and lead   national workforce capability and organisational development initiatives.


Essential Requirements:

-Relevant third-level qualification (minimum Level 8 on NFQ) in Human Resources,   Organisational Development, Learning & Development, or a related discipline.
-Minimum of 5 years’ experience in a senior Learning & Development or Organisational   Development role within a healthcare setting.
-Proven track record of leading large-scale L&D programmes in complex or public-sector   organisations.
-Strong understanding of statutory and mandatory training requirements within the health or   public service.
-Demonstrated experience in performance management, leadership development and workforce   capability planning.
-Excellent interpersonal, leadership, and influencing skills.
-Strong project management, analytical, and reporting abilities.
-Willingness to travel nationally as required.
