Role description:

 

Arcadis is seeking an Instrumentation & Controls Discipline Manager to join our Semiconductor Sector. The I&C Engineering Discipline Manager provides direct oversight for the discipline and establishes and implements goals and objectives, promoting the firm's values and long-range plans. The I&C Engineering Discipline Manager is responsible for leading the discipline staff and overseeing all projects are completed meeting expectations, on time and on budget. The Discipline Manager must provide guidance on projects and have extensive knowledge of I&C Engineering design in the Advanced Technology Semiconductor/Microelectronics sectors, ISA Standards, ASME Standards, ANSI Standards, NFPA Standards, materials, engineering calculations, and design software. Externally, they are expected to attend industry events and promote the firm’s brand and create strong client relationships.

 

Role accountabilities:

  • Manage the daily work and project assignments within the discipline. Ensure project work is assigned fairly and in accordance with discipline staff competencies.
  • Coordinate with other Discipline Leads and Project Managers to ensure project work is completed on time, within budgets, and to quality standards.
  • Coordinate with US Semiconductor operations management team regarding resource planning, project organization, etc.
  • Extensive Controls/Systems Engineering experience involving: DCS, PLC, MES, SCADA, bus technologies, Ethernet/IP
  • Review engineering calculations for accuracy and thoroughness. Review contract documents for quality assurance.
  • Provide direction and oversight to engineers, designers, and drafters as required during the production of construction documents. Assists with deliverable production as required.
  • Oversee construction administration tasks including submittal reviews, RFI responses, jobsite observations, and reviews of change orders and pay applications. Assist with these CA tasks as required.
  • Proactively contributes to successful business development efforts including networking, client relationship maintenance, industry association and event presence, and proposal development.
  • Develop project proposal information, including resource staffing plans, project scopes of work, and project understanding. Participate in proposal presentations and interviews with clients.
  • Provide technical advice regarding safe, reliable designs and constructability.
  • Support Designer and Engineer responsibilities as needed.
  • Responsible for establishing overall goals and objectives and coordinating implementation plans.
  • In conjunction with other senior leaders, is responsible for realization of profits compatible with the interests of clients and the firm.
  • Oversees and controls operations and activities to promote achievement of the firm's objectives.
  • Implements and/or ensures ongoing adherence to policies established by the firm.
  • Participates in creating and positioning the firm to take advantage of opportunities for growth and marketplace expansion.
  • Ensures profitability, quality enhancement, and professional development.
  • Directs and monitors project team members and ensures high productivity.
  • Establishes and maintains a culture of growth and development within the discipline by mentoring and guiding the team.
  • Provides regular formal and informal performance feedback to team members and fosters an atmosphere where training and professional development is encouraged.
  • Responsible for developing uniformly high production standards and monitoring projects to ensure that quality and production standards are met for all I&C design deliverables.
  • Must be thoroughly familiar with entire I&C engineering process and possess managerial capability to lead and direct activities of all project-team personnel while monitoring technical production on all projects to ensure adherence to quality standards at high productivity.
  • Participates in all phases of design and provides I&C team management through the entire project.
  • Performs analyses and reviews of design layouts. Author reports and specifications. Reviews completed reports, plans, estimates and calculations.
  • Delegates work efficiently and effectively to project mechanical team members.
  • Provides technical direction to less experienced staff.
  • Other duties assigned.

 

Qualifications & Experience:

  • Bachelor’s or Master’s degree in Electrical Engineering, Control Systems Engineering, or a related discipline.
  • Professional Engineer (P.E.) license required; NCEES record or ability to obtain multi-state licensure strongly preferred.
  • 10–15 years of progressive experience in I&C engineering for complex building and infrastructure projects, with at least 5 years in a leadership or management role.
  • Extensive technical expertise in Instrumentation & Controls systems design across sectors such as semiconductor, cleanroom, pharmaceutical, or other advanced technology manufacturing environments.
  • Proven experience with a wide range of control systems and technologies, including DCS, PLC, SCADA, MES, bus communication protocols, and industrial Ethernet/IP networks.
  • Strong understanding of applicable codes and standards, including ISA, ASME, ANSI, and NFPA.
  • Proficiency with engineering and design tools such as AutoCAD, Revit, Bluebeam, and electrical/controls analysis software such as ETAP, SKM, or EasyPower.
  • Skilled in performing and reviewing engineering calculations, developing P&IDs, instrumentation specifications, control narratives, and system architecture diagrams.
  • Demonstrated success in leading and mentoring multidisciplinary engineering teams, driving high performance, technical development, and accountability.
  • Proven track record of managing discipline staffing, project budgets, schedules, and quality control for design deliverables.
  • Effective communicator with experience in client-facing roles, proposal development, and participation in business development activities.
  • Ability to lead construction administration tasks, including submittal reviews, RFIs, field observations, and change management.
  • Strong organizational and time management skills; ability to manage competing priorities across multiple projects.
  • Ability to provide legal US work authorization documents required. Will consider US domestic travelers and relocation.

The salary range for this position is $160,000- $185,000. Salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
