Position Summary
The Program Director is responsible for the successful delivery of Arcadis-DPS Advanced Technology Group Semiconductor projects to agreed scope, schedules, cost, and quality for Arcadis-DPS Clients.

This role will focus on Semiconductor projects and the successful candidate will be expected to have in depth experience in the design and construction of Semiconductor Facilities.

The Program Director manages the client interface alongside working with operations discipline leads to ensure work plans meet client needs effectively. In this position the Program Director manages Arcadis-DPS project deliverables and project milestones. They will drive creation and execution of the program Plan of Record, including Scope, Requirements Management, Risk, Success Criteria, Schedule Management, Resources, Quality, Systems and Budget.

The Program Director will be responsible for stakeholder management, including coordination of departmental or cross-functional/cross-organizational teams as well as communication within the organization, outward to other internal groups and external customers.

The Program Director acts as a single program voice. The Program Director has a strong understanding of the business needs and environment of the Client. Via understanding of the environment, the program Director will know how to apply necessary and required program resources to ensure that risks to the Client are mitigated.

The Program Director will oversee management of the project plans, driving closure on issues and gaps as well as maintaining focus on continuous improvement by generating an improvement roadmap through the program development. The Program Director will be supported by a program implementation team. This team may change throughout the duration of the project.

Key Responsibilities
Responsibilities shall include but not limited to:

  • Development of Program Infrastructure
  • Implementation of Best-Known Methods and Structure requirements where needed.
  • Manage multiple simultaneous cross functional and project teams.
  • Management of implementation of project lifecycle processes such as scheduling, risk management, change control, resource requirements, budget, change control and continuous improvement processes.
  • Drive the implementation, maintenance, and management of Program Indicators
  • Oversee delivery of detailed project schedules and project management plans
  • Role model professional management skills; stakeholder management, leadership, planning, influencing, negotiating, problem-solving, and load balancing.
  • Manage change in accordance with the change management plan to control scope, quality, schedule, cost, and contracts.
  • Motivate the team using appropriate tools and techniques in order to increase commitment to the program objectives and employee retention.
  • Establish alliances with other departments and organizations by recognizing dependencies in order to assess potential partnership and commitment to the program.
  • Capture program status and data by ensuring the population of the program management information system to maintain accurate and current program information for the use of stakeholders.
  • Generate and manage program reporting structure to ensure that all stakeholders are aligned to program progress and risks.
  • Manage all communications both internally and externally.
  • Work with third 3rd party vendors and trades when program success is at risk.
  • Proactively identify risks and issues and have appropriate mitigation/contingency/action plans created by the risk/issue owner.
  • Provide recommendations to streamline or make existing processes more efficient.
  • Ability to measure the health of project portfolio by using appropriate metrics.

Education and Experience 

  • Minimum 15+ years project management experience, managing multidisciplinary teams, within the Semiconductor area.
  • Recognised Senior Program Manager with a strong client network and experience with a large Project Management / Engineering organisation.
  • Proven experience in operation management, overseeing the development of operational teams to meet clients’ requirements.
  • An overall understanding of the design, engineering procurement, and construction management phases associated with delivering large projects.
  • Candidate must have proficiency in a window-based environment and software (Word, PowerPoint, Project, advanced Excel).
  • They will have experience working in a fast-paced environment with multiple customers and stakeholders.

Essential Skills

  • Knowledge of German Construction Industry required.
  • Previous experience in managing large construction Programs.
  • Previous program management experience of Cap projects in excess of $400M
  • Experienced in leading teams.
  • Experience in implementing Continuous improvement project.
