E&I Superintendent

Key responsibilities:

  • To ensure that all assigned personnel and construction contractors supervision and manpower are fully instructed and motivated with respect to DPS Health, Safety, Environment (HSE) policy, site security, site regulations, permit to work procedures and instructions and Client requirements.
  • Ensure that all contractors adhere strictly to the latest issued for construction (IFC) project drawings, specifications, procedures and site instructions.
  • Ensure by leadership and guidance, that all contracted works under his control meet all practical, commercial, requirements of productivity, quality and contract completions.

Duties:

  • Supervise and co-ordinate the activities of construction supervisors and engineers within assigned areas. Provide daily supervisory surveillance checks and records, ensuring that contractors’ management and supervision are providing safe working conditions and permitting procedures, all required competent personnel, protective equipment, adequately experienced/qualified supervision and manpower, with reliable, well maintained equipment to execute the contracted works as per contract schedule and targets.
  • Agree method statements, risk assessments and job safety analysis. Ensure that all work is carried out in accordance with the agreed method statements.
  • Ensure that all hazardous activities are covered by an agreed risk assessment and method statement prior to commencement of work.
  • Routinely study, check, review and validate all contractors work scopes, ensuring all contractors proper interpretation and compliance with latest revision AFC drawings and specifications.
  • Ensure proper control of changes by issuing CI’s for all changes, reviewing SQ’s to ensure responses are appropriate and practical, and reviewing FCN’s prior to issue to contractors to ensure correct use of construction resources.
  • Ensure E&I materials in contractors supply are scheduled on site to suit programme needs.
  • Ensure that contractors carry out the receipt, storage, checking, test and calibration of instruments to comply with the project specifications and contract schedule.
  • Ensure supervisors carry out the witness, inspection and surveillance checks in accordance with the DPS site quality plan and the requirements of the Chief Field Engineer.
  • Coordinate with all field discipline works eg. buildings, HVAC, mechanical and piping to ensure availability of access to terminal points, interfaces and cable routings.
  • Ensure contractors’ fabrication works eg. instrument stands and cable tray/racks are available and installed on a timely basis to allow schedule completions as per contract.
  • Ensure contractors carry out all excavations and trenching in a logical fashion, minimising site disruption and that they provide safety barriers, signage and trench crossings in accordance with the DPS HSES plan.
  • Ensure all notification, safety signs and barriers advising power on/live systems are provided by the contractors and in place. Ensure contractors carry out tool box talks on electrical safety and permit to work requirements.
  • Ensure that contractors and commissioning personnel carry out, witness and record all instrument and electrical check requirements in accordance with the agreed commissioning schedule and all record documentation is available on a timely basis to facilitate system and equipment handovers and start up.
  • Ensure efficient use of specialist vendor representatives, arranging contractor support and Client witness as required in accordance with the commissioning handover and start-up schedule.
