Role: Commercial Manager (Quantity Surveyor)

Location: Glasgow (2-3 days/week on site)

IR35: Inside

Rate: £450/day(Umbrella) MAX

MUST HAVE: Quantity Surveyor Qualification

Requirement is for a QS with experience of commercially managing structural/civil engineering projects. Candidate will be required to take responsibility for management of a portfolio of low value projects from conception to completion.

Good communication skills with an ability to integrate into project teams is a requirement of this role.

Degree in Quantity Surveying or equivalent relevant experience

Brief Description

You will be responsible for the end to end commercial management of a high volume, low value portfolio, consisting of planned and reactive minor works projects. You will provide commercial advice, guidance and recommendations to the delivery project and programme teams, robustly managing project costs and mitigating commercial risk.

You will be comfortable with taking responsibility for commercial outcomes whilst working as a key member of a project delivery team, confident in your ability to build strong relationships both internally and with supply chain delivery partners.

 

Here are some of the duties your role will include: -

 

Project Investment Applications. Assist in preparing of applications for new and increased project investment, in accordance with the investment process.

 

Cost Reporting. Manage and report on project costs for your portfolio in compliance with reporting framework, including Cost of Work Done, Forecast to Completion, Anticipated Final Cost, Gross Billing and Current Contract Value.

 

Commercial Monitoring. Track, manage and report on all commercial aspects of your projects, raising issues and proposing mitigation at the earliest opportunity.

 

Procurement Support. Assist in pre and post contract procurement of goods and materials.

 

Contract Negotiation. Support the procurement and negotiation of supply chain contracts through varied routes to market.

Contractor Oversight. Monitor contractor activities to influence commercial decisions and the valuation of supply chain contracts. You will attend all progress meetings to influence commercial behaviours, delivery and activity.

 

Valuation and Payment. Assess and value contractor’s applications for payment for your projects, processing payment certification in accordance with processes, the contract and commensurate with contractual entitlement.  You will challenge and audit where appropriate and ensure valuations are consistent with site progress.

 

Commercial Correspondence. Produce appropriate commercial correspondence and contractual notices in accordance with the contract.  Commercial records are to be retained and properly archived upon close out.

 

Final Account Settlement. Agree final account settlements and internal project close-out reconciliation to project investment authority and programme.

 

Change Management. Advise Project Managers on all project recommending appropriate action in accordance with change control systems. You will produce all required documentation for approval in accordance with levels of delegated authority in a timely manner.

 

Client Invoicing. Issue client invoices in accordance with relevant funding agreements, including supporting documentation as appropriate.

 

Risk Management. Identify and advise on commercial risks/claim events for your projects.

Management Information. Provide ad-hoc management information and analysis as required to inform decision-making.

 

Efficiency Identification. Identify and confirm cost efficiency through the analysis of completed projects as per Cost Allocation Framework process.

 

Estimating. Provide support to the estimating team, offering guidance and advice on project scale/scope as required.

 

Compliance and Assurance. Support the programme and project teams in compliance with corporate governance.
